Election Commission:
How much transparency should the public expect?
Description:
The Election Commission is currently facing public debate over electoral-roll revisions, the Special Intensive Revision (SIR), voter registration and internal decision-making.
Recent reporting by The Indian Express says Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi raised formal objections on several occasions regarding issues including voter-list changes, Form 6 and access to electoral-roll systems.
The Election Commission has responded that differing views, written observations and internal suggestions are a normal part of institutional deliberation, and that decisions including SIR were ultimately decisions of the full Commission.
This raises an important question:
How much should the public know about the reasoning, disagreements and process behind major decisions affecting electoral rolls and elections?
Should greater transparency be expected from the Election Commission, or is internal deliberation a normal part of an independent constitutional institution?
